Many of the rules in the Province of Ontario allow a facility to emit pollutants with no APC equipment at all at as high a rate of the pollutant as it wants as long as it performs some basic modeling to demonstrate that the worst-case maximum ground-level concentration of the air toxic that the public is potentially exposed to does not exceed its health-based exposure concentration standard, taking into consideration other emission sources of that air toxic in the area.
