This assignment involves choosing a Code of Ethics from the Appendix of the Ethics Primer for Public Administrators in Government and Nonprofit Organization, James Svara, identifying the types of statements this code utilizes, assessing this code’s strengths and weaknesses, and recommending alterations that would improve it.
1. Review the codes of ethics provided in the Ethics Primer for Public Administrators in Government and Nonprofit Organization, James Svara appendices (pp. 161-191)
2. Choose from among these a code you find relevant to your work experience or that you find particularly relevant or interesting to you in other ways.(I chose page 163, 164: Code of Ethics for Government Service)
3. Optional (but recommended): Scan the internet for articles or commentary pertaining to the code you select. Acquaint yourself with how these codes are being discussed. Doing so will deepen your analysis of strengths and weaknesses.
4. Review Chapter 5 (http://books.google.com/books?id=7-XRj3P5h-QC&pg=PT84&source=gbs_toc_r&cad=4#v=onepage&q&f=false) of the Ethics Primer for Public Administrators in Government and Nonprofit Organization, James Svara. You will use material in this chapter for purposes of assessing the code you select.
5. Use the rubric of bullet items found at the bottom of p. 80, chapter 5 of the Ethics Primer for Public Administrators in Government and Nonprofit Organization, James Svara to assess the code you select. Use each bullet item as a major heading for your paper. See below for clarification:
o Types of statements: This pertains to categorizing the statements included in your code according to the 4 categories specified on pp. 74-75. If the code you select is more than a few pages, don’t categorize every statement, just a sample that represents the kinds of statements the code includes. Consider creating a table in your paper, "Types of Statements", then group examples according to each of the 4 categories on pp. 74-75.
o Focus and scope: This pertains to whether the statements in the code are narrow and rule oriented or balanced across the 4 category types.
o Coverage: This pertains to whether the statements made in the code are each comprehensive in their meaning, or if they leave out important detail. If you find they leave out important detail, specify explicitly how so.
o Breadth and reach: This pertains to the code as a whole (not just a collection of statements), and whether or not it addresses broad social responsibilities.
o Clarity: This pertains to how useful the code is in terms of specifying explicit standards that can be used to guide and/or judge the behavior of administrators for whom the code is intended.
6. Provide title page to your paper and Introduction section that specifies the major headings your paper will examine.
